Evaluación del III Plan Canario sobre Drogodependencias: ejemplo para el desarrollo de políticas públicas

El presente trabajo muestra el proceso seguido para la elaboración de la evaluación del III
Plan Canario sobre Drogodependencias, publicada en el año 2018 y que ha servido de base
para el vigente IV Plan Canario de Adicciones (2020-2024). La importancia de esta evalua-
ción radica en que se ha aplicado un sistema basado en una triangulación metodológica
destinada a solventar diferentes obstáculos relacionados con el seguimiento de los contenidos
del III Plan, tanto a la hora de ejecutar las acciones en materia de prevención como trata-
miento de drogas. Para ello, se han tenido en cuenta diferentes recomendaciones en materia
de evaluación, así como las competencias que tienen las diferentes Administraciones Públicas
en materia de adicciones. Por tanto, la realización del III Plan Canario sobre Drogas se ha
llevado a cabo aplicando diversas técnicas de investigación social al proceso de evaluación.; This paper shows the process followed to prepare the evaluation of the III Canary Plan on
Drug Addiction, published in 2018 and which has served as the basis for the current IV
Canary Plan on Addictions (2020-2024). The importance of this evaluation is that a system
has been applied based on an adequate methodological triangulation aimed at solving
different obstacles related to the adequate monitoring of the contents of the III Plan, both
when executing the actions in terms of prevention and drug treatment. To this end, different
recommendations regarding evaluation were taken into account at all times, as well as the
different powers that the different Public Administrations have in terms of addictions.
Therefore, by applying different social research techniques to the evaluation process, it was
possible to carry out the evaluation of the III Canary Plan on Drug Addiction.

Transmutaciones del zombi: del vudú haitiano a fenómeno transnacional

En la actualidad, la figura del zombi es ampliamente conocida en la mayoría de culturas.
Sin embargo, la imagen popularizada en el mundo occidental no se corresponde con el
concepto de zombi original, procedente del vudú haitiano y de las creencias religiosas afri-
canas. En este trabajo se pretende examinar los motivos por los cuales esta figura experi-
mentó una transformación al entrar en contacto con Occidente. Para ello, se investigará el
contexto histórico y cultural en el que surge, el concepto de zombi en sus raíces africanas y
haitianas, y su popularización en la cultura occidental mediante la literatura y el cine, hasta
abordar la configuración del nuevo arquetipo de zombi occidental que mantiene únicamente
el concepto de no muerto, así como sus múltiples interpretaciones y su papel en la cultura
de masas transnacional.; Today, the figure of the zombie is widely known in most cultures. However, the image that
is popularized in The Western world does not correspond to the original concept of the
zombie, derived from Haitian voodoo and African religious beliefs. The aim of this work
is to examine the reasons why this figure underwent a transformation when it came into
contact with The West. To do this, the historical and cultural context in which it arises, the
concept of the zombie in its African and Haitian roots, its popularization in The Western
culture through literature and film will be investigated, until addressing the configuration
of the new Western zombie archetype, which maintains only the concept of the undead- as
well as its multiple interpretations and its role in transnational mass culture.
