El distrito como ámbito de participación ciudadana: Salud-La Salle en el municipio de Santa Cruz de Tenerife

Abstract

Este trabajo estudia la idoneidad de la escala de distrito como ámbito de la participación ciudadana en el municipio de Santa Cruz de Tenerife, más concretamente en el distrito Salud–La Salle. A lo largo de estas páginas se definen conceptos, se describen contextos (legal, social, geográfico e histórico), se identifican los objetivos, los actores implicados, la metodología a seguir, así como las fuentes consultadas. Por último, se elaboran unas conclusiones y se exponen algunas propuestas de aplicación, todo ello con el fin de responder a la siguiente pregunta de investigación: ¿Es el distrito un ámbito adecuado para el fomento de la participación ciudadana? ¿O responde a una mera imposición legal de carácter administrativo para la gestión de los servicios públicos? Los poderes públicos tienen la obligación de poner al alcance de la ciudadanía los instrumentos necesarios para que su participación sea posible y efectiva, para lo cual debe encontrar el escenario óptimo, un punto de encuentro y trabajo conjunto que responda y atienda a las diversas voces que integran ese territorio. Un foro competente que vaya más allá de los intereses municipales, dinámico y abierto a la iniciativa social. El distrito, con sus barrios y sus gentes, podría ser un entorno propicio para favorecer el encuentro y la acción ciudadana junto a la administración, algo que hemos querido confirmar en Salud-La Salle.

This work studies the suitability of the district as the field of citizen participation in the municipality of Santa Cruz de Tenerife, and more specifically in the Salud-La Salle district. Throughout these pages concepts are defined (legal, social, geographic and historical) environments are described, and objectives, the actors involved, the methodology to be followed, as well as the sources consulted, are identified. Finally, some conclusions are drawn up and some application proposals are presented, all in order to answer the following research question: is the district the appropriate environment for promoting citizen participation? Or is it respond to a mere legal imposition of an administrative nature for the management of public services? The public powers have the obligation to make available to citizens the necessary instruments to be possible and effective such citizen participation, so they must find the effective stage to carry it out, a meeting point that responds and pay attention to each and every of the voices that integrate that space. A competent forum that goes beyond municipal interests, dynamic and open to social initiative. The district, with its neighborhoods and its people, could be a favorable environment to favor the meeting and citizen action together with the administration, something that we wanted to confirm at Salud-La Salle.
