Una aproximación politológica a las singularidades económicas y fiscales de Canarias

Abstract

El tratamiento diferenciado económico y fiscal de Canarias en comparación al resto de las autonomías españolas, ha sido objeto de estudio desde diferentes áreas del conocimiento. Este trabajo, bajo la óptica de la Ciencia Política y de la Administración, y mediante los métodos de la investigación social, pretende aproximarse al diseño de las herramientas específicas del Archipiélago desde cada ámbito territorial del poder político, analizando qué ha justificado este trato diferenciador y la teoría política que sostiene la evolución de las decisiones adoptadas hasta llegar al estatus actual (y al previsto para los próximos años). Las conclusiones parecen demostrar el fin del consenso entre los actores sociopolíticos tras cuarenta años de unanimidad en torno a la necesidad de este trato singular, al incorporarse al debate el concepto de paraíso fiscal; así como ilustran la consolidación en Canarias del suelo más valioso de Europa, desde el punto de vista fiscal.2

The differentiated economic and fiscal treatment of the Canary Islands compared to the rest of the Spanish autonomies, has been the object of study from different areas of knowledge. This paper, from the perspective of Political Science and Administration, and through the methods of social research, aims to approach the design of the specific tools of the Archipelago from each territorial area of political power, analyzing what has justified this differential treatment and the political theory that sustains the evolution of the decisions adopted up to the current status (and that foreseen for the next years). The conclusions seem to demonstrate the end of the consensus between the sociopolitical actors after forty years of unanimity around the need for this singular treatment, when the concept of fiscal haven is incorporated into the debate; as well as illustrate the consolidation in the Canary Islands of the most valuable land in Europe, from the fiscal point of view.
