El impacto de la Gran Recesión y de la crisis del COVID-19 sobre el mercado de trabajo español

Abstract

El objetivo principal de este trabajo es analizar y comparar el comportamiento del mercado laboral durante las dos mayores crisis del siglo XXI en España, utilizando para ello los instrumentos convencionales de análisis del mercado de trabajo y la incidencia de los no-trabajando sobre la población activa extendida. Además, se han consultado numerosos artículos e informes científicos y se ha usado, como fuente estadística, la Encuesta de Población Activa. Entre las conclusiones alcanzadas cabe destacar que observamos diferencias entre ambas crisis en cuanto a su origen y al uso de los ERE y los ERTE para el ajuste del mercado laboral, aunque también se aprecian similitudes en sus consecuencias: la contracción de economía y la acelerada destrucción de empleo. Además, concluimos que la información ofrecida por las medidas convencionales de estudio del mercado de trabajo es relativamente pobre y, por ello, es importante introducir métodos innovadores de análisis.

The main objective of this paper is to analyse and compare the behaviour of the labour market during the two major crises of the 21st century in Spain, using the conventional instruments of labour market analysis and the incidence of the non-working population in the extended labour force. In addition, numerous articles and scientific reports have been consulted and the Labour Force Survey (EPA) has been used as a statistical source. Among the conclusions that have been reached, it is worth highlighting that we observed differences between the two crises in terms of their origin and the use of the EREs and ERTEs for the adjustment of the labour market, although similarities can also be seen in their consequences: the contraction of the economy and the accelerated destruction of employment. Moreover, we conclude that the information offered by conventional measures of labour market research is relatively poor and, therefore, it is important to introduce innovative methods of analysis.
