El sistema electoral del Congreso de los Diputados.

Abstract

The electoral system of “El Congreso de los Diputados” is the central axis of representative democracy and a fundamental piece to achieve solid and stable governments, therefore the State must guarantee a fair and representative process. In this way, we will study the origins of our electoral system and the main elements that make it up, then we will offer possible solutions to tackle the two major problems that currently exist and are related to: the distribution of seats and the attribution of these. The objective is to achieve a system that is more proportionality where the votes are adjusted to the number of seats and the value of the vote is the same regardless of the electoral district where it was cast.

El sistema electoral del Congreso de los Diputados es el eje central de la democracia representativa y una pieza fundamental para formar gobiernos sólidos y estables, por ello el Estado debe garantizar un proceso justo y representativo. En este sentido, estudiaremos los orígenes de nuestro sistema electoral y los principales elementos que lo conforman, y en base a ello ofreceremos las posibles soluciones que atajen los dos grandes problemas que existen actualmente y están relacionados con: la distribución de escaños y la atribución de estos. El objetivo es conseguir un sistema con un mayor grado de proporcionalidad donde los votos se ajusten al número de escaños y el valor del voto sea el mismo independientemente de la circunscripción electoral donde se haya emitido.
