Análisis crítico sobre la respuesta institucional a la inmigración marítima irregular en Canarias.

Abstract

El objetivo principal de esta investigación es analizar la respuesta ofrecida por las instituciones a la inmigración marítima irregular en las Islas Canarias. Para ello se van a conocer cuáles son las causas y las consecuencias e implicaciones de este tipo de procesos migratorios. Se van a detallar las acciones desarrolladas por las instituciones públicas, destinadas al estudio y a la gestión de las migraciones irregulares, así como, la percepción de diferentes especialistas ante la respuesta dada por las instituciones. Este estudio se va a desarrollar a través del análisis de datos cuantitativos e información cualitativa. La muestra del estudio cualitativo está compuesta por un total de 8 personas, expertas en el tema de las migraciones irregulares; y en concreto en el caso de Canarias, de aquéllas que se desarrollan por vía marítima. El instrumento de recogida de datos es una entrevista estructurada que se compone de 12 preguntas, relacionadas con las características, las causas, las consecuencias, la respuesta institucional y la respuesta comunitaria ante un fenómeno que sigue activo, así como el planteamiento de un nuevo modelo de gestión de las migraciones irregulares. Los resultaron confirmaron la hipótesis de partida de la investigación, poniendo de manifiesto que la respuesta institucional a la inmigración irregular en Canarias ha sido insuficiente e incompleta, teniendo en cuenta que el archipiélago constituye un importante territorio de tránsito migratorio, con una ruta permanentemente activa, la ruta atlántica, desde hace por lo menos 27 años. Pese a ello, todavía no se ha articulado un sistema de recepción y acogida bien dimensionado y adecuado a la variabilidad de los flujos migratorios. Estos resultados han permitido observar las deficiencias de las políticas migratorias europeas, desarrollando, en base a esto, los rasgos generales de un nuevo modelo de gestión de las migraciones irregulares basado en la defensa de los derechos humanos y la diversidad cultural.

The main objective of this research is to analyze the institutional response offered by the institutions to irregular immigration in the Canary Islands. To do this we will go to kwon what the causes and consequences and implications are of this type of migratory process. The actions developed by public institutions for the study and management of irregular migrations will be detailed, as well as, the perception of different specialists will be known regarding the response given by the institutions. This study will be developed through the analysis of quantitative data and qualitative information. The qualitative study sample is made up of a total of 8 people, experts on the subject of irregular migration; and specifically in the case of the Canary Islands, those that are developed by sea. The data collection tool is a structured interview that is composed of 12 questions, related to the characteristics, causes, consequences, institutional response and community response to a phenomenon that is still active, as well as the proposal of a new model management of irregular migrations. The results confirmed the initial hypothesis of the investigation, showing that the institutional response to irregular immigration in the Canary Islands has been insufficient and incomplete, taking into account that the archipelago constitutes an important territory of migratory transit, with a permanently active route, the Atlantic route, for at least 27 years. Despite this, a well-dimensioned reception and reception system has not yet been articulated, adapted to the variability of migratory flows. These results have made it possible to observe the shortcomings of European migration policies, developing, based on this, the general features of a new model for the management of irregular migration based on the defense of human rights and cultural diversity.
