La nueva PAC a partir de 2020: análisis y estrategias

Abstract

Los nuevos retos y prioridades de la Unión Europea (UE) obligan a la Política Agrícola Común (PAC) a adaptarse a partir de 2020. El objetivo del presente trabajo es definir las posibles opciones para el futuro de la PAC según el actual contexto político, económico y social en la UE. Para su elaboración, se ha utilizado el método de análisis histórico y lógico y se ha consultado la información principalmente en las diferentes bases de datos de la Unión Europea. Las conclusiones sugieren que la normativa de la PAC de 2020 debe simplificarse. Es necesario mejorar su integración con el programa Horizonte 2020. Fortalecer la imagen a nivel interno e internacional de la calidad agroalimentaria europea. Fomentar medidas que preservan el suelo y su fertilidad. Reducir las divergencias económicas y sociales existentes dentro del territorio europeo.

The new challenges and priorities of the European Union (EU) require a new Common Agricultural Policy (CAP) to 2020. The aim of this paper is to identify in the current political, economic and social context of the European Union, the possible options for the future of the CAP. The historical and logical method analysis was used and the information was consulted in the different data bases of the European Union. The conclusions suggest that the basic rules of the CAP may be simplified. It is necessary to improve the integration with the Horizon 2020 program. Strengthen the EU agricultural product quality image in the European and international level. Encourage measures that preserve the soil and its fertility. Reduce existing economic and social divergences in the European territory.
