Also, the evoution of thisright linked to the development of Labor law during the 20th century isanalyzed, and how it has finally been regulated in the spanish legal system,taking into account both legislation and the jurisprudence.Collective bargaining is the process of negotiating the terms of employmentbetween an employer, or group of employers, and a group of workers. Theright of public employees to bargain their working conditions hashistorically been denied, however, the recognition of the right to tradeunion freedom of civil servants and the end of the traditional publicfunction model, has allowed the entry of collective rights in the publicsector.
