Theconcept of disability includes any person who has a long-term physical,mental, intellectual or sensory impairment and who may be prevented fromfully and effectively participating in society, on equal terms with others,provided that such impairment interacts with various barriers. For thesereasons, it is essential to promote, protect and ensure the full enjoyment underconditions of equality of all human rights and fundamental freedoms in orderto promote respect for their inherent dignity.For this reason, both the International Convention on the Rights of Personswith Disabilities, various Directives, Spanish national regulations and evenregional regulations have been in charge of regulating basic conditions ofaccessibility and non-discrimination to guarantee the same levels of equalopportunities to all people with disabilities.To meet this objective, the Government regulates relations with PublicAdministrations, goods and services available to the public, newtechnologies, the information society and the media, transportation, buildingand urban planning.
