AB Traditionally, acts or works on land have been subject to a prior municipalintervention regime, maintaining the principle of general submission toplanning permission for both private individuals and publicadministrations. However, there are actions promoted by the General StateAdministration that are excluded from being subject to planningpermission.These actions are major public works of general interest and thoseregulated in the tenth Additional Provision of Royal Legislative Decree7/2015 of the Law on Land and Urban Rehabilitation, applicable toactions promoted by the General State Administration in situations ofurgency or exceptional public interest. This provision has undergone arecent modification, introduced by Royal Decree-Law 35/2020, on urgentmeasures to support the tourism, hotel and catering and commerce sectorand on taxation, approved as a measure to deal with the crisis caused bythe global pandemic COVID-19, which has put the debate back on thetable.
