AB The electoral system of “El Congreso de los Diputados” is the central axis ofrepresentative democracy and a fundamental piece to achieve solid and stablegovernments, therefore the State must guarantee a fair and representativeprocess. In this way, we will study the origins of our electoral system and themain elements that make it up, then we will offer possible solutions to tacklethe two major problems that currently exist and are related to: the distributionof seats and the attribution of these. The objective is to achieve a system thatis more proportionality where the votes are adjusted to the number of seatsand the value of the vote is the same regardless of the electoral district whereit was cast.
