AB Law 7/1985, of April 2, Regulating the Bases of the Local Regime, has beenmodified on numerous occasions. One of the most important modifications, without adoubt, is the reform carried out by Law 57/2003, of December 16, on measures for themodernization of local government.This Law, through the introduction of a new Title X, undertook the design andspecific organisational regime for the so-called "large population municipalities", whoseneeds had not been satisfactorily met by the model established by the old regulations.The aim of this paper is to deep into this local organisational model following thestructure of the Title itself that regulates it, thus, the scope of application and declarationof a municipality with a large population, the main determinations of its organizationregime (from an organic perspective and economic-financial) and, in particular, acomparative analysis of the four municipalities of the Autonomous Community of theCanary Islands subject to this special regime.
