AB The transposition of the Resource Directives to our legislation has generated the need to guaranteethe protection of the rights of bidders and interested parties that may be affected due to contractualirregularities. This means of control is characterized by a system of fast and effective remedies thatguarantee the effectiveness of the awarding of public contracts, including precautionary measuresand a system of compensation for damages. The legal standing is found in the special appeal itselfand is established as a legal connection between the administrative standing of the REC, the rightto effective judicial protection and the protection of economic operators. The dimension of standingis found in any person who demonstrates the existence of a univocal material relationship betweenthe plaintiff and the object of the proceeding that entails having a position of advantage or theelimination of an unfavorable situation.
