AB After the September 11 attacks, the so-called Failed States has beenconverted for the great powers into the haven of jihadist terrorism and a globalthreat, often due to international policies and deals and agreements ofinternational law. This article examines the phenomenon of the Failed States andits recent relevance from a broad perspective from conceptual analysis, and thenreviews the guidelines of The Responsibility to Protect in the rhetoric ofintervention and reconstruction. These arguments are reflected, in the secondpart of the article, in the case of Somalia, the most extreme example of the world
