Control sanitario en la pandemia del COVID-19 en el transporte marítimo de cabotaje.

Abstract

La importancia del transporte marítimo, tanto a nivel nacional como internacional, y las grandes dificultades que ha traído consigo la pandemia, producida por el nuevo coronavirus (COVID-19) en este sector, es la temática central de esta investigación. Se evidencia como a lo largo de la historia, se ha combatido la gran capacidad de expansión de las enfermedades transmisibles de grandes epidemias a través de la navegación marítima. En este estudio pormenorizamos la evolución del control sanitario de la navegación marítima para estas epidemias, así como los conocimientos necesarios para evitar su propagación. Estudiamos además la importancia tiene en el sector marítimo del cabotaje español, y concretamente el interinsular y Canarias- Península; se evidencian así, las repercusiones que ha traído y continuará persistiendo la pandemia del COVID-19, debido a las medidas y restricciones tomadas para evitar la dispersión de la pandemia. Analizamos y recopilamos las diferentes normativas y regulaciones, que definen el marco referencial de control y gestión de esta crisis sanitaria. Exponemos la necesidad de publicar nuevos protocolos y recomendaciones por parte de las organizaciones debido a las características la pandemia del COVID-19. Hacemos referencia a los diferentes aspectos, a través de los cuales se ha llevado a cabo, la intervención de esta crisis sanitaria dentro del marco del transporte marítimo. De esta forma observamos cómo se han tomado medidas en diferentes países, fundamentadas en las bases de recomendaciones y normas publicadas por las organizaciones internacionales. Finalmente, realizamos comparativamente las medidas tomadas a nivel nacional por cada uno, en relación con las establecidas por la Administración Española en el sector del cabotaje, objeto de este estudio

The importance of maritime transport, both nationally and internationally, and the great difficulties caused by the pandemic, produced by the new coronavirus (COVID-19) in this sector, is the central theme of this research. It is evident how throughout history, the great capacity to spread communicable diseases of major epidemics through maritime navigation has been combated. In this study we detail the evolution of sanitary control of maritime navigation for these epidemics, as well as the knowledge necessary to prevent their spread. We also study the importance it has in the maritime sector of Spanish cabotage, and specifically the inter-island and the Canary Islands-Peninsula; Thus, the repercussions that the COVID-19 pandemic has brought and will continue to persist, due to the measures and restrictions taken to prevent the spread of the pandemic. We analyze and compile the different rules and regulations, which define the framework of control and management of this health crisis. We expose the need to publish new protocols and recommendations by organizations due to the characteristics of the COVID-19 pandemic. We refer to the different aspects, through which the intervention of this health crisis within the framework of maritime transport has been carried out. In this way we observe how measures have been taken in different countries, based on the bases of recommendations and standards published by international organizations. Finally, we carry out comparatively the measures taken at the national level by each one, in relation to those established by the Spanish Administration in the cabotage sector, object of this study
