2021Abstract
El presente trabajo tiene por objeto observar y describir el origen y la evolución del
Régimen Económico y Fiscal de Canarias (REF) desde su creación en 1972 hasta 2005.
Centramos nuestro interés en el análisis de los cambios que se produjeron a raíz de la integración
de Canarias en la en la Comunidad Económica Europea. Momento en el que se afronta, conforme
señala Miranda Calderín, la abolición teórica de las tradiciones económicas y fiscales de Canarias
basadas en unos derechos aduaneros propios y en una exención en la tributación estatal al
consumo.
Para ello, realizaremos una recopilación y síntesis legislativa y bibliográfica y analizaremos
los datos que nos ofrece la estadística oficial sobre los tributos recaudados en el REF, datos sobre
el tráfico de los puertos canarios y aportados por autores y sobre los efectos económicos
producidos por la introducción de los incentivos fiscales. The purpose of this work is to observe and describe the origin and evolution of the Canary
Islands Economic and Fiscal Regime (REF) from its creation in 1972 to 2005. We focus our interest
on the analysis of the changes that occurred as a result of the integration of Canary Islands in the
European Economic Community. Moment in which, as Miranda Calderín points out, the theoretical
abolition of the economic and fiscal traditions of the Canary Islands based on their own customs
duties and an exemption in state consumption taxation is faced.
For this, we will carry out a legislative and bibliographic compilation and synthesis and we
will analyze the data offered by the official statistics on the taxes collected in the REF, data on the
traffic of the Canarian ports and provided by authors and on the economic effects produced by the
introduction of tax incentives.
