¿Puede la catalogación y activación turística responsable del patrimonio cultural proteger el paisaje? El caso de las arquitecturas del agua en Andalucía

Abstract

El objetivo de esta investigación es evidenciar las implicaciones de la protección del patrimonio cultural en el reconocimiento, la valoración y la activación del paisaje. Para ello se toma como muestra la evolución en la protección de bienes vinculados al agua en Andalucía. Este es un territorio en el que el reconocimiento y la protección del paisaje se limita al ámbito ambiental pero que, paradójicamente, apoya su economía en una estrategia turística centrada en su riqueza cultural, patrimonial y paisajística. Así, en primer lugar se realiza una cronología cruzada entre las categorías de estos bienes incluidos en el Catálogo General del Patrimonio Histórico Andaluz en los últimos cien años y las distintas estrategias, planes y leyes para la protección del paisaje. Seguidamente, se estudia cómo las nuevas figuras patrimoniales tienden a construir un importante soporte paisajístico que requiere una mayor atención desde el punto de vista estratégico, urbanístico y territorial.

The aim of this research is to show the impact of heritage protection on the recognition, valorisa‐ tion and activation of the landscape. To this end, the evolution of the protection of water‐related assets in Andalusia was used as a case study. This is an area where the recognition and protection of the landscape is limited to the environmental sphere, but which, paradoxically, bases its economy on a tourism strategy centred on its cultural, heritage and landscape wealth. Therefore, the first step is to establish a chronology between the categories of these assets included in the General Catalogue of the Historical Heritage of An‐ dalusia over the last hundred years, and the different strategies, plans and laws for landscape protection. Then, it is studied how the new heritage figures tend to build an important landscape support that requires greater attention from a strategic, urban and territorial point of view.
