La intervención del Estado, la política fiscal. Los Presupuestos Generales. La financiación de la Seguridad Social y el mercado laboral.

Abstract

This Final Degree Project begins with an analysis of the intervention of the State in the economy and specifically in the markets. It does so in various ways and instruments of a fiscal nature, so we will focus on the General State Budgets as a reference, without entering the dimension of public intervention carried out by the Autonomous Communities or by the local Administration; We will also approache the intervention carried out through the Social Security System, giving more importance to the social contributions in its financing. All this has a reading in terms of economic activity and employment that can be captured by an approximation to the relevant variables of the labor market, always the object of our interest of market so dependent on the economic activity displayed in the markets for goods and services, because if it is not sold, it is not hired labor, being such markets for goods and services also affected by fiscal intervention and labor regulation. The work is based in the period of 2011-2019 apart from the health shock of COVID 19. The effects on the variables under analysis that are generating the situation derived from the health crisis caused by the COVID-19 virus and the declaration of the alarm status, which cause a deep and strong economic and social crisis already experienced in 2008 that has broken the path of recovery that was being achieved. Finally, the conclusions of the work are specified.

El presente Trabajo de Fin de Grado comienza con un análisis de la intervención del estado en la economía, concretamente en los mercados. Lo hace de diversas maneras e instrumentos de índole fiscal, así seguidamente nos centramos en los Presupuestos del Estado como referencia, sin entrar en la intervención pública realizada por las Comunidades Autónomas ni por la Administración local; posteriormente, nos aproximamos a la intervención realizada a través del sistema de la Seguridad Social resaltando la importancia de la recaudación por cotizaciones sociales para financiarlo. Todo ello tiene una lectura en términos de actividad económica y de empleo susceptible de captar mediante una aproximación a las variables relevantes del mercado laboral, siempre objeto de nuestro interés como estudiosos de dicho mercado tan dependiente de la actividad económica desplegada en los mercados de bienes y servicios. El trabajo aborda fundamentalmente el periodo 2011 a 2019 al margen del shock sanitario de COVID 19. Puntualmente se indica los efectos en las variables objeto de análisis que está generando la situación derivada de la crisis sanitaria y la declaración del estado de alarma, de las que deriva una profundización de la fuerte crisis económica y social ya vivida en 2008 y que ha roto la senda de recuperación que iba lográndose. Por último, se concretan las conclusiones del trabajo.
