El arbitrio sobre las importaciones y entregas de mercancías (AIEM) en el sector industrial canario, 2008-2017

Abstract

This work tries to approximate how The Arbitration on Imports and Deliveries of Goods (AIEM) protects the industry of the Canary Islands through the incomes. The industrial production of the Canary Islands is characterized by its scarcity and the industrializable raw materials in the islands belong mainly to the primary sector, so industry that exists depends on the import. That is why the islands enjoy a special tariff regime, which includes the AIEM, whose main purpose is to protect domestic production and encourage and promote industrial activities so that in the future they can replace imported products. Our work will focus on analyzing the tariff items, grouping them in industrial sectors, and, studying the percentage that represents each sector in the total industry, check whether the incomes corresponds to the weight of this sector.

Este trabajo trata de aproximar como el Arbitrio sobre las Importaciones y Entregas de Mercancías (AIEM) protege la industria del archipiélago canario a través del importe recaudado. La producción industrial de Canarias se caracteriza por su escasez y las materias primas industrializables en las islas pertenecen principalmente al sector primario, por lo que la poca industria que existe depende de la importación. Es por eso que las islas gozan de un régimen especial, en el que se incluye el AIEM y cuyo fin principal es proteger la producción interior e incentivar y promover las actividades industriales para que en un futuro puedan sustituir a los productos importados. Nuestro trabajo se centrará en analizar las partidas arancelarias, agrupándolas en sectores industriales y, estudiando el porcentaje que representa cada sector en el total de la industria, comprobar si la recaudación se corresponde con el peso de dicho sector.
