Derechos de los extranjeros irregulares: de los CIES a los CATES, pasando por los CETIS

2021Abstract
In this paper we are going to present a topical issue such as the arrival of irregular
immigrants to Spain, especially the Canary Islands. People who do not have valid
documents to enter or stay legally in our country and who are therefore subjected to
different treatment from that which would be offered to a regular immigrant; we shall
see how this is clearly reflected in the rights conferred on them. In addition, we will
investigate important aspects such as migration control related to the current model of
migration policy, which is considered to be a policy that superimposes the interests of
the receiving countries on those of the persons received; and the means that have been
created to respond to the need to solve this migratory situation, including the centres
that have been set up to carry out detention, stay in the country and the assistance of
these undocumented. En este trabajo vamos a exponer una cuestión de actualidad como es la que nos deja la
llegada de inmigrantes irregulares a España, en especial, a Canarias. Personas que no
disponen de documentos válidos para entrar o permanecer de forma legal en nuestro
país y que, por ello, son sometidos a un trato diferente al que se le ofrecería a un
inmigrante regular; veremos cómo esto se manifiesta claramente en los derechos que les
son conferidos a cada uno. Además, indagaremos en aspectos tan relevantes como es el
control migratorio relacionado con el modelo actual de la política migratoria, que es
considerada como una política que superpone el interés de los países receptores al de las
mismas personas recibidas; y los medios que han sido creados para dar respuesta a la
necesidad de solucionar esta situación migratoria, entre ellos, aquellos centros que
surgen para llevar a cabo la detención, la estancia y la asistencia de estos sin papeles
